Factor A — service amount (the one factor with hard numbers)

Qualify on either the 1:1 ratio or offsite delivery. Groups 4 and 5 are mutually exclusive — a student gets one, or neither. Offsite = special education and related services delivered by district staff at home, a hospital/medical facility, or another facility the district doesn't operate. Service groups
